High FPS translates to what in D3?

Please explain what difference I would notice jumping from playing locked @ 60 HZ ever since I could afford to move to 3DFX, to 500 + FPS framerates in D3? Does it not increase vauss/missle rate of fire? Speed of reloads? tracking etc. What else happens? Negatives/Crashes? Forever in love wit my Voo...
