PC Gamer most likely had to pay Interplay for rights to do that (I do know they had to pay for the rights to distribute Duke Nukem 3D when they did that).
If Interplay decides to make Descent freeware, then it will most likely be posted to PD. Until then, I will not do so, for obvious legal reasons.

PD's files are actually still accessible. They are stored on alternate servers because GameSpy doesn't permit downloadable files to be stored on the Web servers. D2 handles the GB's loss better than D3 does because mines in D2 are not required to have a GuideBot (and he's not in your ship either). But in D2, the GuideBot only takes splash damage.
