How do I host a non-dedicated server in D3 so that people can see my WAN IP? Do I just open TCP and UDP ports on my routers?

Yes, look in the readme file and forward those ports to the PC that will be hosting the game.

When you say "forward those ports," do you mean open the ports?

open AND forward from the router to the PC. Maybe the settings tab is called "virtual router" or "portmapping" or so...

If you do this a lot, you probably should have a static IP set on the server machine (if you haven't already done so). Make sure the IP is outside any DHCP range set on the router.
