So wait. It's DVD+/-R and DVD+RW, but not DVD-RW? Nowhere in the product description does it even mention RW capability.

Again. Nowhere in the product description does it mention +RW capability. Only in the product title. And common sense dictates that a +/- drive would write to +/-RW, but that doesn't seem to be the case. Something's fishy.

I've sold some cheap dual-format DVD drives, but they've NEVER been this ambiguous about it.

Google is your friend. http://www.yamakawa.de/produkte/dvr-r07.htm
The new DVR-Y08 is capable of writing at 8x speed on DVD-R discs whose standard is being ratified in the DVD Forum and +R discs that are designed for this recording speed. The new drive also records high-speed DVD-RW and +RW discs at up to 4x speed, and CD-R and CD-RW discs at up to 24x speed.
