DLE-XP works in Vista and is available free of charge. It'll probably feel a bit different to Devil, but it still lets you make Descent 1 levels.

Since Descent 3's graphics are already quite out of date, don't you think it's a waste of time to still consider levels for Descent 1?

That depends on why one is making levels.

Actually, D2X-XL (which can play D1 levels) has better graphics than D3 (especially when using the hires textures).

That can occasionally be true, I agree. It isn't much easier to take advantage of those graphics in D2X-XL than D3, though, unfortunately - mostly because it takes a lot of work to design and texture-map structures that can beat it.

I have learned from the results of those who make missions that some level designers/builders prefer making D1/2 missions because it is not as difficult to make. D3 missions take way more time to create and debug than D1/2 missions.

It's because D3Edit is total rubbish. It'd be fine if you could import meshes and textures from other applications that can build them properly, but if I knew of a way to do that I would have long ago.
