Was thinking more about this, and noted the excerpt did not mention the US military. It's my contention, that if the author is correct, then the powers-that-be in the USA will be more inclined to wield their military power, as their economic power wanes. Of course, no other nation is silly enough to maintain such a stupid level of armed forces - so it is virtually guaranteed that the USA will use them more often in the future, weakening their already very poor public image.
