Actually, a better solution, if you really want to scroll just that text area, would probably be to replace the table layout with a more complicated frameset layout. Using a frameset, you could get the page to scale to fit the browser windows height, and allow the text to scroll within that.

2 ways; First the simplest, since it doesn't require a separate document:

Inside your <td> tag, surround all the text with a <div> tag. Set it's style properties like so:
